Can candidates text back out of hours?

Yes, texts land anytime and wait in the thread. Consultants' notification hours are their own. So a 9pm reply doesn't buzz anyone until morning, unless they choose otherwise.

Is call recording appropriate for candidate calls?

Often yes, for compliance and dispute protection, with proper notification. Rules differ by country and state. wlur's per-jurisdiction defaults handle the announcement side. Legal advice is yours to take.
