Business phone numbers in Spain

Spain runs a 9-digit numbering plan with geographic numbers keyed to a NIF and matching address, plus mobile numbers on 6xx/7xx. Foreign businesses can typically get a 900 toll-free number with just tax and company documentation, all under a same-day porting standard.

Porting

CNMC regulates porting under its administrative procedure specification, executed via operator associations. Since the 2022 telecoms law reform, both fixed and mobile ports complete in 1 business day, with technical cutover usually run overnight between 02:00 and 06:00 to limit disruption, as of July 2026.

CNMC was reviewing the porting process (consent documentation, joint fixed and mobile porting flows) into 2026, so expect continued tightening of documentation rules rather than a longer wait.

A geographic number generally needs an address matching the number's city or area code; toll-free 900 numbers have looser requirements.

Requirements

  • ·A geographic Spanish number generally needs a NIF (or NIE for a foreign individual), a matching local address, and company registration documents, with proof of address typically under 6 months old, as of July 2026.
  • ·900 toll-free numbers can generally be registered by a global company without a matching local presence, needing only NIF and company documentation.
  • ·This KYC detail reflects common carrier practice rather than a single published CNMC rule, so verify with the specific provider before treating it as absolute.

Compliance notes

  • ·Emergency number is 112 (EU-wide), free from any device including VoIP. Nomadic VoIP numbers must route 112 while the user is in Spanish territory, as of July 2026.
  • ·Call recording by a participant is lawful under Constitutional Court doctrine (Article 18.3 CE covers only third-party interception). Business recording still needs a GDPR legal basis and compliance with Organic Law 3/2018.
  • ·901/902 high-tariff numbers are restricted for basic-service sectors since December 2020, though not abolished outright for other uses.
