Porting

ANACOM regulates porting under Regulamento n.º 38/2025 (9 January 2025). Porting and activation must occur on the agreed date, or within 1 business day of any required physical network work, as of July 2026.

The maximum service-interruption window during a port ('janela de portabilidade') is capped at 3 hours, and there is no direct charge to the end user for porting.

The rules apply equally to mobile, fixed and nomadic VoIP providers, so a business switching VoIP carriers gets the same 1-business-day standard as a mobile port.
