Business phone numbers in Singapore

Singapore has no area codes, just 8-digit numbers nationwide. IMDA licenses only Singapore-incorporated carriers (FBO/SBO) to allocate them, so a foreign business without a local entity or registered branch generally cannot get a local Singapore number directly.

Porting

IMDA regulates porting under Schedule 6 of interconnection agreements and the Fixed Number Portability Guidelines. Older interconnection schedules cite donor-side termination of no later than 5 business days, as of July 2026; check IMDA's current guidelines directly for a tightened figure.

Porting requests are batched between the receiving and donor network operators, historically twice daily with a cap of 50 numbers per batch.

Because number allocation runs through licensed carriers, a business switching providers is really switching which licensed FBO/SBO holds its numbers, which is a different process from simply requesting a new number.

Requirements

  • ·IMDA licenses Facilities-Based Operations (FBO) only to companies incorporated in Singapore (foreign ownership is allowed, but the entity must be local), and Services-Based Operations (SBO) to Singapore-incorporated companies or local registered branches of foreign companies, as of July 2026.
  • ·A foreign business without a Singapore entity or registered branch generally cannot get a local-presence Singapore number directly and must go through a licensed local carrier, which will apply its own KYC (commonly an ACRA BIZfile extract dated within the past 12 months).
  • ·Foreign equity itself is unrestricted since Singapore's telecom market fully liberalised on 1 April 2000. The constraint is entity location and registration, not ownership nationality.

Compliance notes

  • ·Emergency numbers are 999 (police) and 995 (ambulance/fire). IMDA requires licensed IP telephony operators to provide free access to both and to disclose limitations for international numbers, as of July 2026.
  • ·Business call recording requires prior notification and consent under the Personal Data Protection Act 2012, with penalties up to 10% of annual turnover or S$1M, whichever is higher.
  • ·Individual, non-business recording is de facto one-party consent since Singapore has no wiretap statute, but sharing a recording containing confidential information can still expose the recorder to a breach-of-confidence claim.
