Porting

ACM regulates porting through a central number-portability database. The current holder submits the first part of the transfer application, and ACM emails the gaining holder a link that must be completed within 10 working days or the transfer auto-rejects, as of July 2026.

Mobile numbers typically port within 1 working day once confirmed, since the losing provider must issue a port code within 1 working day. Fixed and business-line porting typically takes 1 to 5 working days, though physical line delivery can extend it.

Foreign-registered businesses can port or request numbers using an extract from their home-country trade registry instead of a KVK number, with the same signing options as domestic applicants.

Requirements

  • ·Foreign businesses can request Dutch numbers, including 0800 information numbers, directly using a foreign trade-register extract, as of July 2026.
  • ·Registering in the Dutch Business Register (KVK) generally requires a Dutch address, with a narrow exception for border-region entrepreneurs proving structural Dutch activity from a foreign address.
  • ·088 number blocks specifically require KVK registration; other ranges such as 0800 do not, per ACM's published rules.

Compliance notes

  • ·Emergency number is 112. ACM's policy rule, in effect since 1 July 2021, requires every mobile calling technology including VoIP and Wi-Fi calling to reach 112 with location data, as of July 2026.
  • ·Call recording is one-party consent for participants under Dutch criminal law (Art. 139a Wetboek van Strafrecht targets non-participant eavesdropping, not participant recording). GDPR still requires a documented legal basis, purpose limitation and disclosure to the other party.
  • ·Recording risk in the Netherlands is civil and regulatory under GDPR rather than criminal, unlike Germany's Sec 201 StGB exposure.
